Dumpster abuse springs back to life

Spring cleaning has brought a load of new concerns before the Berne City Council as the abuse of the city’s dumpsters has started up again. Berne Mayor Bill McKean noted the abuse during the Council’s meeting Monday night and some of the action being taken to bring it to a halt.
